Employment Pass

The Malaysia Employment Pass (EP) is a work permit that allows qualified foreign professionals to take up employment with an approved organisation in Malaysia. The pass is employer-sponsored and is issued according to the applicant’s position, salary, qualifications and the requirements of the relevant Employment Pass category.

Employment Pass Categories & Salary Requirements

From 1 June 2026, Malaysia introduced revised salary thresholds and a structured employment-duration framework for Employment Pass Categories I, II and III.

Understanding the Categories

Category I
Designed for higher-paid expatriate professionals earning RM20,000 or more per month. It provides the longest structured employment duration under the revised policy.

Category II
For professionals earning between RM10,000 and RM19,999 per month. Applications under this category are subject to the relevant succession-plan requirements.

Category III
For professionals earning between RM5,000 and RM9,999 per month. This category is intended for qualifying positions at the applicable salary level and is subject to succession-plan requirements.

Meeting the salary threshold alone does not guarantee approval. The applicant, position, employer and supporting documentation must also satisfy the applicable Employment Pass requirements.

Who Can Apply?

The Employment Pass is intended for foreign professionals who have been offered an eligible position with a Malaysian organisation. The Malaysian employer plays a central role in the application and must meet the relevant requirements before the application can proceed. For new EP applications, employers may also need to obtain the required prior approval through the Xpats Gateway, depending on the employer and circumstances.

What Does the Employment Pass Allow?

Once approved, the Employment Pass allows the holder to legally work for the Malaysian employer and reside in Malaysia during the approved period. Eligible EP holders may also apply for Dependant Passes for their spouse and children under 18, subject to the relevant requirements.

Important to Know

An Employment Pass is tied to the approved employment and sponsoring employer. It is not an unrestricted work permit that allows the holder to work for any company in Malaysia. Any change in employment or other circumstances may require a new application or approval.

The actual validity granted to an individual applicant depends on the applicable category, employment arrangements and approval by the Malaysian authorities.

Who is eligible for the Employment Pass?

Hold academic qualifications appropriate for the role
Have at least three years of relevant work experience; additional experience may be required if qualifications are lower
Are employed in managerial, executive or technical roles that requires specialised skills
Meet the minimum salary threshold for the applicable EP category
Are not employed in a sector classified as restricted

How to apply for the Employment Pass?

As licensed agents, we assist you with the entire application process as required by the Expatriate Services Division (ESD) and Malaysia Digital Economy Corporation (MDEC) (for IT-related companies):

Obtain a valid written employment offer from the Malaysian employer
Fill out the application form and upload the required documents
Pay the application fee
Monitor application status and respond to queries from authorities
Obtain the Approval Letter and Visa with Reference Letter (VDR)*

*The VDR is only applicable for certain countries that require visa payment.

The Approval Letter:

Confirms that the applicant’s EP application has been approved by the authorities
Permits entry into Malaysia for the purpose of employment
Is mandatory for all new EP applications under Category I, II and III

Once the EP has been approved, we will:

Provide guidelines for eVisa* application
Initiate the endorsement process for the issuance of the EP and iKad (EP identification card)

*The eVisa is a single-entry visa that allows the applicant to enter Malaysia to complete the endorsement process and receive the EP.

How long does the process takes?

For the process from our side, it will take at least a month of two to submit everything. Once all required documents are submitted, Employment Pass applications are generally processed within 5 working days, subject to the application being complete and no additional information being requested.

Can you apply without an employer?

No. A Malaysia Employment Pass cannot be applied for independently by the foreign applicant. The application must be submitted by the Malaysian company that intends to employ and sponsor the applicant, and the company must be registered with the ESD.

What are the documents required?

The exact documents required for a Malaysia Employment Pass application may vary depending on the applicant, position, employer and EP category. Generally, you may be required to provide:

Valid passport
Passport-sized photograph
Updated CV or résumé
Educational certificates and professional qualifications
Employment offer letter or employment contract
Job description
Relevant professional or experience documents
Supporting documents from the Malaysian employer
Additional documents requested by the authorities, where applicable

Eligible Employment Pass holders can bring their spouse, children and other qualifying family members to Malaysia through the appropriate dependant or long-term social visit passes, making it easier to relocate and build your life together in Malaysia.
